Department Overview
The Electric Operations Quality Management (QM) department provides quality guidance for Electric Power Generation, Transmission, Substation, Distribution and Vegetation Management. The QM program implements an integrated strategic audit approach concentrating on key company focus areas that are a function of risk, regulatory impacts, compliance maturity model attributes, key regulatory issues and line of business requests.

Additionally, QM partners with key stakeholders in Electric Operations to ensure quality control points are implemented, monitored and measured for compliance with processes and procedures, including relevant federal, state, and local regulations and laws.

Job Summary
The Manager, Quality Support leads the team that supports the development, execution and reporting of all Quality Audits. The Manager maintains the Quality Management System for the department, which includes the Quality Manual and supporting standards and procedures. This leader makes sure that all audits have a schedule, supporting procedures, and a final report. This leader performs analysis of audit data to identify trends and emerging issues.

Job Responsibilities
Partner with the Quality Assurance Manager to document the Quality Management System; develop and maintain the EO Quality Management Manual. Standardize audit report materials.
Lead the development, tracking and reporting of all Wildfire Mitigation Plan commitments for Quality Management. Develop and maintain work verification specialist and QA auditor procedure and training manuals
Work closely with Quality colleagues to develop and maintain the audit schedule for all Quality Audits, including Quality Verification, Quality Assurance, and Quality Assessment. Maintain and report on the department schedule including entrance meetings, audit run-time, and closure meetings.
Collect, consolidate and analyze quality audits information to determine overall trending and identify gaps or issues, which may include gaps in training or procedural definition/documentation.
Maintain the Department’s records, including audit reports, opening and closure meeting reports, and Quality Committee agendas and decisions. Track the Department’s improvement plans and progress.
Coordinate department’s entries to the leadership dashboard and develop and maintain QM Audit dashboard. Manage staff to accomplish results through effective recruitment and selection, training and development, performance management and coaching, and rewards and recognition.
Administrative duties for QM team; manage contract development for special projects.

Qualifications:
Minimum
Bachelor’s Degree
Eight (8) years of experience with electric utility or related programs
Five (5) years of experience as a program or project manager
Desired
Knowledge of quality programs, quality auditing concepts methods, practices and techniques
Knowledge of CPUC, FERC, NERC, WECC and CAISO requirements
Knowledge of Electric construction and maintenance procedures and standards
Leadership and coaching/mentoring ability
Competency in developing and delivering multi-mode communications that convey a clear understanding of the unique needs of different audiences. Strong communication skills, both verbal and written
Interpersonal and collaboration skills to effectively deal with stakeholders of various levels
Influence and negotiation skills
