Summary Responsible for managing key Utility Division functions, programs, and operations including new service, system rehabilitation, reclaim water and contract services. Directly responsible for water distribution and / or wastewater collection activities. Manages employees; prepare reports; and assures safety procedures are followed.

Essential Duties And Responsibilities • Directs and manages major service areas of the Utility Department including the operation of the City’s water distribution and / or wastewater collection system, reclaim water • Supervises and directs technical operations • Participates in the development and implementation of work plans, goals, objectives, policies, and priorities for assigned service areas, programs, and operations • Provides input and development of Capital Improvement programs related to water distribution and wastewater collection activities • Selects, supervises, trains, and develops assigned staff including but not limited to, setting goals, providing training and conducting regular performance reviews. • Determines work procedures, prepares work schedules for staff supervised. • Guides employees when correcting performance; works with HR on disciplinary procedures • Oversees and participates in providing customer service to internal /external customers; responds to and resolve citizen inquiries • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures • Implements procedures designed to improve operations, minimize operating costs, and improve efficiency • Conducts operational studies for current and long-range water distribution and wastewater collections, and reclamation, recommend modifications to programs, policies, and procedures as appropriate • Oversees safety programs; assists with action planning for safety programs; reports workers’ compensation issues • Manages City water distribution and sewer collection activities and related projects; coordinates with consultants regarding related projects and reviews proposed utility plans • Serves as the liaison for the Utility Department to other divisions, departments, and outside agencies • Attends and participates in professional development; stays abreast of new trends and innovations in the field of utilities • Notifies leadership when regulatory changes may impact the department operations and budget; interfaces with regulatory agencies • Serves as a back-up to the Utility Division Director as needed • Ensures compliance with State and Federal regulatory standards related to the distribution of drinking water and collection of wastewater • Follows City policies, procedures, and safety guidelines • Performs other duties as assigned Minimum Qualifications • High School diploma or equivalent • Five (5) years’ experience in water or wastewater utility operations or treatment • Two (2) years of supervisory / management experience, including principles necessary for successful business management Certificates, Licenses, Registrations • Valid driver’s license • Class II – Collections and Distribution licenses • Ability to obtain TCEQ Class B – Water Distribution license within 2.5 years from date of employment • Ability to obtain Class III – Wastewater Collection license within 2.5 years from date of employment • Advanced TCEQ licenses preferred Thank you for your interest in the position.
